Russian Diesel Fleet Departs for US Coast While Ukraine Ceasefire Agreed

Three tankers load fuel for North America under a new US deal, and a temporary halt to fighting has been set in the occupied city of Oleshky.

The complex interplay of energy markets and diplomatic negotiations in the Ukraine conflict has intensified this week. On Friday, Russian officials confirmed that a new logistical operation is underway, moving significant fuel volumes toward the Western Hemisphere while a fragile truce takes hold in a besieged southern city.

Russian Deputy Prime Minister Alexander Novak announced that three tankers carrying diesel are currently en route to North America. He stated that these vessels represent the initial phase of a broader agreement. Under this arrangement, Russian companies plan to supply 500,000 metric tonnes of fuel to the US and global markets during October. Novak noted that the Russian Direct Investment Fund is providing significant support for this effort.

The deal was formally announced earlier this month by President Donald Trump. In exchange for Russia supplying diesel to help lower global fuel prices, the US agreed to temporarily lift sanctions on Russian fuel products. One of the vessels, the Malta-flagged medium-sized tanker Agioi Fanendes, is loaded with ultra-low sulphur diesel. It is scheduled to arrive in the United States on November 7.

Simultaneously, the White House reported that Russia and Ukraine have reached an agreement to cease military operations in the city of Oleshky. The city has been under Russian occupation since February 2022, and a worsening humanitarian crisis has left thousands of civilians in dire straits. Both sides agreed to halt all fighting from October 27, a move designed to facilitate the delivery of aid and prepare for the evacuation of remaining residents.

Conditions in Oleshky have become increasingly desperate, according to local reports. An estimated 2,000 people still remain in the city, facing severe shortages of food, water, and electricity. Some residents are reportedly surviving on weeds, boiled grass, and limited rations. The temporary ceasefire aims to alleviate this suffering while broader peace talks are organized.

The United States is actively working to structure fresh diplomatic engagements to end the war. Ukrainian President Volodymyr Zelenskyy confirmed that negotiators from Ukraine, Russia, and the US have agreed to hold technical-level meetings in Abu Dhabi during the first half of November. A US official indicated that the three nations might convene again in a few weeks, possibly in Switzerland or Abu Dhabi. Zelenskyy expressed hope that a meeting of heads of state would follow these technical discussions.

This diplomatic push occurs after a recent rift between Washington and Kyiv. Several moves by the Trump administration, such as limitations on the Starlink communication system, have been viewed as favoring Russia. Zelenskyy relies on this system for defense against incoming attacks. President Trump stated on Friday that he would resolve any remaining access issues and, if necessary, speak directly with SpaceX CEO Elon Musk.

In Europe, EU leaders met with UK Prime Minister Andy Burnham in Brussels. They urged his government to increase its contribution to Ukraine's defense capabilities. The UK is scheduled to present its first budget under Burnham's leadership next week. EU officials also suggested that Canada and Japan should step up their support for Ukraine.

The International Atomic Energy Agency, the UN nuclear watchdog, announced on Friday that critical repairs to power infrastructure near the Zaporizhzhia nuclear plant are complete. These works were conducted under a temporary ceasefire brokered by the agency. The repairs strengthened the plant's connection to its only remaining external power line, known as Ferosplavna-1. This significantly lowers the risk of another loss of off-site electricity at Europe's largest nuclear power station.
